1905 Mi16 Ice Valve

Good mourning. I need some advise please my 205cti mi16 has started behaving strange. It seems to run ok but when coming to a junction the revs don't drop as they should. They will drop very slowly but not straight away may be after 30 seconds they will then drop to idle. My first thoughts is the ice valve, when I pull plug off of the ice revs change as they should I think. Can the ice be cleaned or do you think it need replacing thanks peter

Possibly ICV but also potentially a throttle issue or TPS not working properly - if the ECU doesn't get a throttle closed signal, it will hold the ICV partly open keeping the revs high.

The throttle issue; the lower butterfly valve is controlled with a lever that follows the upper one and the mechanism can be worn. If worn, the lower valve will not completely close.
