Doing the basics correctly is paramount. Thus new guides, 3 angle seats and minor throat work, in addition to correct valve seat pressures. Skim the head 1mm if it's original, in order to get at least 10:1 if using std pistons.

Rebuild a standard engine, with some work in the head. Complete exhaust, an aftermaket exhaust manifold, a good cold air intake and a motronic mp3.1 loom.

My street gti has similar work and shows 141cv. It is faster by far than a stock gti.

Make sure the camshaft matches the compression and vice/versa. Thus unless you have at least 10:1 there's no point in changing cam timing.

Which after market exhaust manifolds are recommended? My standard manifold is cracked on the 1.6, I was just going to replace it with a standard braced one but also have a mind of making sensible upgrades when possible.
