Can the 1.9 mi16 cams be used in an XU10J4R engine?

No - totally different fitment.

1.9 Mi16 (XU9J4) and 2.0 Mi16/S16 (XU10J4) cams are interchangeable (although no dizzy drive on S16)

1.8 16v (XU7JP4), 2.0 16v (XU10J4R) and 2.0 GTi-6 (XU10J4RS) are interchangeable, subject to possible valve spring limitations and I don't think that there's a vacuum pump drive on the non-RS cams.
