Heater Blower Recirculation Cable

Hello All,

My heater blower speed control (the central dial on a P2) won't go to full speed anymore. It's like there's now some resistance for the last 1/4 of a turn - if I hold it there myself it does blow flat out, but when I let go of the knob it springs back and slows down.

I can only assume that the re-circulation cable (or possibly the recirc flap?) is stiff and providing resistance to the speed control dial.

How do I get to the recirc flap and the other end of the cable? Do I have to take the dash out :( ?
